There are two reasons why a user can't delete a voucher.

1.  The user does not have delete access in User Security
2. Only vouchers with a Status of Open or Held can be deleted
   • Vouchers with a status approved or partially approved will need to be unapproved before it can be deleted
   • Vouchers with a status of paid will need to have the check voided before the voucher can be deleted
